The Bond Buyer Names Hill Feinberg as a 2023 Hall of Fame Inductee and Mattie Prodanovic as One of 2023’s Rising Stars

DALLAS (Sept. 13, 2023) – The Bond Buyer has named Hill Feinberg, HilltopSecurities Chairman Emeritus, as a 2023 Hall of Fame inductee. Mattie Prodanovic, HilltopSecurities Senior Vice President and Investment Banker, also is being recognized as a 2023 Rising Star.

The Bond Buyer Hall of Fame recognizes groundbreaking individuals who have left an extensive influence on the municipal finance industry. Members of the Hall of Fame represent a wide range of areas and specialties within the industry.

Mr. Feinberg has served as Chairman Emeritus of HilltopSecurities since 2019. Hill provides strategic counsel to HilltopSecurities board of directors. He also continues to provide long-time clients with investment advice and services and maintains relationships with industry associations. Mr. Feinberg serves as a Hilltop Holdings board member.

After graduating from the University of Georgia in 1969, Hill served as a first lieutenant with the U.S. Army Corps of Engineers in Vietnam. After leaving the military, Feinberg entered the private sector and began a very successful career in finance.

He started his career at Salomon Brothers in 1971 and moved to Bear Stearns in 1978. In 1991, Feinberg and a small group of investors bought First Southwest Company, a broker-dealer known for its municipal finance advisory practice. He served as FirstSouthwest’s Chairman and CEO for 25 years, building on its legacy as a leading municipal finance firm and winning 29 “Deal of The Year” awards from The Bond Buyer and Institutional Investor.

Hill oversaw the sale of FirstSouthwest to PlainsCapital and the merger of FirstSouthwest and Southwest Securities to form HilltopSecurities. Mr. Feinberg served on the MSRB board and was Chairman during the final year of his term. He also has served on the boards of Compass Bancshares, Texas Regional Bancshares, and the Advisory Board for University of Chicago’s Center for Municipal Finance.

In addition to his contributions to the business sector, Hill has devoted much of his time to community work. He has served many different organizations including the Menninger Clinic, UT Southwestern Medical Foundation, Baylor Scott & White Foundation, University of Georgia Foundation, St. Mark’s School of Texas, The Terry College of Business at University of Georgia and the Phoenix House of Texas.

Mattie Prodanovic, 2023 Rising Star Honoree
The Bond Buyer’s Rising Stars program, now in its eighth year, annually recognizes municipal finance professionals who have made a lasting impact on their community while exemplifying excellent leadership, outstanding collaboration skills, innovation, and creativity in their roles. These honorees, all younger than 40 years of age, are involved in a wide range of specialties within the municipal finance sector.

Since starting her career in public finance eight years ago, Prodanovic has become a leader in the next generation of public finance professionals. While her current practice covers a broad range of municipal issuers, she has developed a strong interest in Colorado’s K-12 education market, which has helped HilltopSecurities grow its client base and increase the use of municipal advisors in this segment of the Colorado market. Over the years, Prodanovic has developed a deep understanding of Colorado's School Finance Act and other statutes that regulate schools in the state. Her expertise has made her a thought leader in K-12 education. School district CFOs regularly seek her guidance on interpreting existing statutes and proposed legislation and their potential implications for their respective school districts. Prodanovic also has created various financial models to help schools manage their mill levy for operational and capital needs.

Prodanovic began her career with HilltopSecurities in 2017. The firm recruited her to join its Colorado municipal advisory practice and build its client base of K-12 school districts. At this time, it was not yet a common practice for Colorado school districts to use municipal advisors. Since Prodanovic joined the team, HilltopSecurities has worked with 12 Colorado K-12 districts, becoming the leading municipal firm for school districts in the state. Prodanovic is HilltopSecurities’ eighth consecutive banker to be included in The Bond Buyer’s Rising Stars program.
