DALLAS, September 24, 2026 – The Bond Buyer has named Jorge Delgado, Senior Vice President and Investment Banker at HilltopSecurities, as one of its 2026 Rising Stars. Now in its 11th year, the Rising Stars program recognizes municipal finance professionals under the age of 40 who demonstrate exceptional leadership, collaboration, innovation, and a commitment to making a positive impact in their communities.

Based at HilltopSecurities’ Dallas headquarters, Delgado provides municipal advisory services to a diverse range of issuers, including cities, counties, school districts, public colleges, emergency services districts, utility districts, and economic development corporations. During his more than 13 years with the firm, he has worked on more than 500 municipal transactions totaling more than $7.5 billion.

Delgado develops financing solutions that help communities invest in infrastructure and other priorities while minimizing the impact on taxpayers. He serves as municipal advisor to several high-growth communities in southern Dallas County, helping local leaders leverage commercial and industrial development to fund community projects with little to no impact on residential taxpayers. His work focuses on helping communities balance growth, infrastructure needs, and long-term financial sustainability.

A native Spanish speaker, Delgado is also committed to mentorship and advancing diversity within the public finance industry. He regularly participates in industry events and panel discussions that support emerging professionals. His bilingual skills and cultural awareness have enabled him to effectively serve clients and communities across Texas, including those along the Texas-Mexico border.

Delgado joined HilltopSecurities (formerly First Southwest) as an Analyst in 2013 and has advanced through the organization to his current role as Senior Vice President. He earned a Bachelor of Business Administration in finance from The University of Texas at San Antonio and an MBA with a concentration in finance from The University of Texas at El Paso.
